If you want to keep it at the level that it currently operates, where one person is treated differently than another on the basis of personal animosity then no, guidelines would be antithetical to the spirit of the board.

I don't think you need a full blown terms of use but just some internal agreements on things like deleting or editting posts and banning members to avoid further abuse of the moderator position.Signed,
